Oleksandr Nagorny Elected Chair of UBA Competition Committee
Sayenko Kharenko Counsel Oleksandr Nagorny has been elected Chair of the Competition Law Committee at the Ukrainian Bar Association (UBA). With 30 years’ experience—from serving at Ukraine’s Antimonopoly Committee (AMCU) to representing clients in the country’s most complex competition cases—Nagorny brings a unique dual perspective to the role. He will lead systematic efforts to align Ukrainian competition law with European standards whilst addressing the specific challenges of Ukraine’s evolving market economy.
Under his previous term, the UBA Committee demonstrated rare effectiveness in shaping Ukrainian competition policy. The team developed 35 detailed comments on AMCU secondary legislation, with 14 fully incorporated. Approximately 80% of the Committee’s proposals were reflected in the draft competition reform law currently before Ukraine’s parliament—a remarkable success rate that underscores the Committee’s influence on Ukraine’s legal framework.
"For me, it’s important that the Competition Law Committee remains a strong expert environment that sets high standards of practice and contributes to quality development of competition legislation. In recent years, we’ve demonstrated that professional and systematic work delivers real results—many of our proposals were incorporated during the update of competition legislation in both the first and second stages of competition reform,” said Oleksandr Nagorny.
Speaking about plans for his new term, he emphasised: "I thank my colleagues for their trust, and in this new term we will continue systematic work on further support for the second stage of competition law reform, proposals for foreign investment control legislation, development of guarantees for AMCU independence, and principles of fair competition procedure. We will make every effort to ensure professional discussion remains substantive, open, and focused on practical effect. A particular focus will be developing competition law culture in academic and professional communities and supporting young lawyers.”
